Recent amendments to the Montreal Protocol and the U.S. EPA refrigerant management regulations in 40 CFR Part 82 will significantly impact refrigerant compliance programs at industrial, institutional and commercial facilities. The revised refrigerant management regulations expanded the scope of regulated materials from ozone-depleting substances (ODS) only to non-exempt ODS substitute refrigerants such as hydrofluorocarbons (HFCs). This includes HFCs such as R-134a and R-410A, which are some of the most commonly used refrigerant substitutes across the U.S. While parts of the revised regulation have already gone into effect, a major portion of the rule regarding the extension of the leak repair provisions to include large non-ODS equipment (containing ≥ 50 pounds of refrigerant) is scheduled to take effect on January 1, 2019.
